9. 33 The final transportation system to be costed is the interlibration point transfer vehicle. The mass of this system, derived in section IX.1.5, is 160 tons, of which 132 tons are associated with power generating equipment. The actual structure, 28 tons, is costed for research and development at the fliqht vehicle rate of $24000 per kilogram, giving an ILTV R&D cost of $672 million. It should be noted that, while the rotary pellet launcher is no more state-of-the-art than is the TLA, the accuracy requirements placed on it in a propulsive mode are very slight, and the 100% R&D surcharge is not applied. The power systems are baselined as off-the-shelf, and as such are not a factor in R&D costs. Procurement costs for the ILTV are the cost of the structure, at $1000 per kilogram, and the cost of the power generation devices, at a standard rate of $1000 per kilowattt. Structural production cost is then $28 million-, and including the power costs of $13 million for 13,200 kilowatt~, the totalprocurementcost for the ILTV is found to be $41 million per vehicle. Refurbishment costs for the ILTV are based on period of useaqe, rather than trips, since the heaviest wear occurs during the receiving period while on station at L2. Takinq this refurbishment to be 5% annually, the yearly refurbishment cost is $2 million per vehicle per year. XI.3: PROJECT SCHEDULING Since a costing rationale has now been developed," it is necessary to establish a timetable for the colony construction program, in order to determine yearly and total costs. The initial period of the program consists of research and development, and initial procurement, and is without space operations. This initial period is of arbitrary length, being bour,ded by the finite time required to do the necessary developmental work, and by the desire to minimize total program time requirements to minimize impact of the cost discounting factor. These considerations, and comparisons with the lead time of the Apollo program, lead to the selection of a 5-year initial period for this program.
