Using a specific power for nuclear reactors of 50 kg/kW (9.17), the power plant mass is found to be 3750 tons, for a total lunar base mass of 7750 tons. In addition, the set-up crew of 100 people must be transported, rotate~ every 6 months (due to readily ~vailable radiation shielding), and supplied with consumables. The total crew mass over the threeyear period is 90 tons, and consuMables mass is 668 tons. The lunar surface mass flow rate during the set-up period is then 2806 tons of cargo and 200 people per year. Beginning in program year 10, both the L-5 and lunar surface bases begin the actual building of the colony. During· the colony construction period, the mass flow to L-5 drops off by a large factor. The new transport mass consists of 2498 tons of alloying material for the colony hull, 160 crewmen rotated every 90 days for a total mass of 480 tons over 5 years, and crew consumables of 380 tons. It should be noted that this mass, 380 tons, represents only 1.3 kilograms per man-day, since with the start of the refinery process oxygen is available as a waste product. This total mass of 3358 tons calls for a yearly transport mass of 640 people and 576 cargo tons. The construction period mass flow to the lunar surface consist~ entirely of people and their consumables, to staff the 200 person lunar base and to man mining operations. The total crew transport rate to the Moon with half-year rotations is 400 people/ year, and the consumables total 446 tons/year. This is assuming the full 6.1 kilograms per man-day, since the transport scenario has no capability for lunar surface refining to produce oxygen. The test and completion period beginning in year 15 has 160 people, the full assembly crew, standing by at L-5 during testing. They are followed by a 50 man crew to finish the interior and start the agriculture, of which 182 tons (mostly living) is brought from Earth. Normal quarterly rotations of the L-5 work force are maintained during year 15, as the agriculture is started. During this year, 310 people and 37 tons of consumables are transported. During
