9.43 experience reduces the initial orbiter procurement cost of $410 million to an average cost of $228 million each. This cost applies to the 16 orbiter vehicles dedicated to the colony project, for a procurement cost for orbiters of $3648 million. The initial mission cost of the deploy only launcher, including the $12.3million for the initial set of expendable flight hardware, is $102 million. The experience of 1760 launches should reduce this to an average DOL cost of $13.7 million per flight. A total of 4106 earth launches take place in this and previous programs, with launch vehicle engine changes every 55 launches. This represents 75 full engine changes, or 225 SSMEs. The 240 LLV flights represent 10 engine set changes, with 2 engines per set. There is a similar need for 18 engine changes with the single-engine OTV. The total production run of SSME's is then 263 engines, which should reduce procurement costs from $3 million for the first engine to an average of $742 thousand per engine. It was found in Section IX.2 that the refurbishment cost per transfer vehicle flight is .04 times the average SSME cost, per engine, per vehicle. Therefore, the refurbishment cost of the LLV is $60 thousand per flight, and that of the OTV is $30 thousand per flight. Use of the ILTV as both mass catcher and interlibration point transfer vehicle results in a total procurement cost of $82 million, and a yearly refurbishment cost of $4 million. A total of 2378 people are employed in space on the prototype colony set-up or construction, or on the lunar base. Each person spends a cumulative total of one year in space. The average training costs for these workers, due to the 80 % learning curve, is $122 thousand/person. A space wage of $100 thousand/man-year is also paid, making the total labor cost $222 thousand per person, or a total of $528 million. Using the criteria already established, all the non-flight items which impact the colony program can be identified and costed. The summary of the results can be seen in Table 9.6.
