ESA European Aspects of SPS

The question, if European particularities versus basic U.S. conditions may result in special European financing and management models can not be answered at the present state of knowledge, but it is clear that presently existing organisations in Europe (so as ESA and national space agencies), which are government (or government-sanctioned) national or communities agencies or corporations, will enter the research phase. Corresponding to the study and research evolution of the SPS, an organisational form must evolve out of the pre-existing structures, which can meet the high flexibility and adaptability requirements of funding and management of the long term R & D phase. Furtheron this organisation must be suitable to change to a growing and finally mature operating business company in the far commercialisation phase (fig. 4.1). Generally that means stepwise evolution from a government or communities controlled and prefinanced R & D phase to an SPS implementation phase with individual investment capital sources and control and management by a sanctioned monopoly or competitive corporations.
