III.1 GENERAL CONDITIONS In our opinion - and surely as a result of the literature review performed for Part I of this study - a SPS programme should be of outstanding public interest and its socioeconomic and environmental influences are of incomparable high uncertainty during a long range planning and development phase. Therefore any study and research programme has to involve a suitable public communication and political decision structure just early in the beginning. Fig. III.1 outlines the principle interactions which should provide a short and efficient feed-back allowing a public acceptance control for any development tasks and goals. This interaction problem itself,of course, should be subject to an early in-depth study dealing with suitable public communication methodologies and acceptance strategies regarding the special features of SPS implementation and operation.
