Fig.lll.2: RECOMMENDED PRELIMINARY EUROPEAN SPS ASSESSMENTS 1979 - 1980 The special European concerns of SPS utilisation differing from U.S. ones which we identified in Part II of this study, are basically the problems of installation and operation compatibility, if the general feasibility of SPS will be approved. Our recommendations for a near-term study programme, which is traced out in fig. III. 2, are to be seen under these regards. Late in 1980 the results of an "European SPS Utilisation Evaluation Report” (Preliminary Assessments Programme) should enable ESA to decide, whether to start an European medium-term programme ranging until about 1982, or to reject the activities by severe obstacles occurred.
