ESA European Aspects of SPS

To define these sub-reports we identified various interconnected study tasks to be performed. These are presented in a logical flow chart in fig. III.3 and their main specifications are summarized in Table III.1. (A specification chart of each study task is presented at the end to this Part III, section III.4.) Not included are the "Public Acceptance Strategies and Communications Methodologies" and the "Socio-Economic practicability Analysis for European SPS", which are, of course, highly important to assess and achieve finally realistic conditions for any SPS development and implementation programme. Their study tasks should be started parallel with the other preliminary assessments as a basic condition (as argued in the first section of this Part III). But we feel, that they are not necessarily and reasonably interconnecting (and finishing) with those very early and narrow termed studies. Results or recommendations out of these two efforts should come into discussion first at the decision for a medium-term SPS study programme. The preliminary study subjects in the field of these two terminations to provide a suitable future strategic development handling, should be as follows (identified so far from our literature basis): Public Acceptance Strategies and Communications Methodologies Analysis of Existing and Search for New Methods for Public Interaction with SPS Development Process Socioeconomic Practicability Analysis for European SPS R & D Strategies Suitable for European Needs and Constraints (as for example: Evolutionary Attempts, see Ref. 78/15) Development of Parametrized Cost Model for SPS Implementation (European Conditions) Conceptual Design for Computerisation of Management Tools and Engineering Design Information Integration of an Overall European SPS Simulation Model Including a Space Transportation Model (Leng Duration Subject)
