III.3 RECOMMENDATION FOR A MEDIUM-TERM SPS STUDY PROGRAMME IN EUROPE Since it is clear that a cooperation between Europe and the USA should start early in the 198O's to find out a suitable sharing of SPS subsystem development, and since the general problem areas of SPS introduction are identified according to our study Parts I and II, it seems possible to propose a general structure for a medium-term SPS study programme. However, the main inputs for such a programme must arise from objectives, which only can be results of preceding study tasks like of the recommended preliminary SPS assessment in section 2 of this Part III. Therefore we have identified just generalized study and research items for each problem area, which at least has to occur in the programme structure (see fig. III.4). According to the supposed general conditions in section 1 of this Part III (fig. III.1), this structure is confined by political and public observing processes and related interactions . The three major study fields, which shall provide decision possibilities for entering a hardware development programme in 1982, are as follows: Analysis and Identification of Potential Areas for European Participation in a SPS Development Programme Leading to Specifications for Cooperation with the USA (Technology Programme Recommendations) In-Depth Analysis of specific Problem Areas of European Concern (Extended Follow-on Investigations according to the Preliminary Assessments) Experimental Programme on Environmental Impacts of Microwaves Providing SPS Relevant Data Bases
