Besides the SPS sub-systems cost uncertainties the principle risk factor due to cost accrues from total GEO-mass uncertainty of the overall system (satellite and several facilities and supports.) Figure 2.7.1 gives an idea of the GEO-mass ranging of cost correlated to critical cost-risk areas and a total range of DDT&E and commercial busbar electricity cost uncertainty.
