By the President of the United States of America A PROCLAMATION Whereas the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, was signed at Washington, London, and Moscow on January 27,1967 in behalfof the United States of America, the United Kingdom of Great Britain and Northern Ireland, and the Union of Soviet Socialist Republics and was signed at one or more of the three capitals in behalf of a number of other States; Whereas the text of the Treaty, in the English, Russian, French, Spanish, and Chinese languages, as certified by the Department of State of the United States of America, is word for word as follows:
