If simple, safe, economic, and reliable systems were developed, they could begin to be incorporated into new construction in the very near term. (3) Scope of the Program The thermal storage program is in its beginning stages. Technical and economic analyses are being carried out to identify and define fruitful technology R&D programs. The application of steam storage to electric utility load-leveling is a potential near-term technique that has been identified.
