would so change the economics of transport between low orbit and L5 that an ordinary chemical rocket, given that source of its heaviest fuel component, could perform at a level which could otherwise be reached only by an advanced nuclear rocket of a kind never yet built. The challenge, then, is not to break through to a new level of understanding, but to combine in an effective way knowledge which we already have on hand.
