alternatives by ERDA, based upon its merits as a potential energy source. Since this decision was reached too late for consideration in the fiscal vear 1977 ERDA budget, we have no funds specifically identified for the satellite power system. Nevertheless, we plan to give it full and objective consideration within the priorities of our overall solar energv program. Mr. Chairman, that concludes mv prepared testimonv. Dr. H. Richard Blieden. who is the Assistant Director Solar Electric Applications within ERDA's solar energv division is with me here, and I would ask your permission to have him come to assist in answering some of vour questions. Senator Ford. We were expecting him to join you, yes. Dr. Teem. Thank you. Senator Ford. Thank you, Dr. Teem. I want to get back to you, you gave us some information that we have not had before—and that is the President's budget. And of course, I am very interested in that. Would you give those figures again to me? Dr. Teem. Yes, sir, the President's budset includes for solar energy programs, supported by ERDA, about $116 million in outlays as compared to about $86 million in fiscal year 1976. About 32 percent of this is for direct thermal applications----- Senator Ford. Of the 116? Dr. Teem. Right. I can give you the precise numbers, if you wish. Senator Ford. No, that is all right, just give me.the percentage and we can take it from there. Dr. Teem. About 62 percent for solar electric applications and 3 percent each, approximately, for the biomass and for technology support. The President's budget recommendations involve about $73 million, which is about 62 percent of the total outlays, for the solar electric applications. This includes—estimated outlays connected with two ground-based test facilities, a solar thermal test facility which will be constructed in this year and next year in New Mexico, and the advance part of architect-engineering for a proposed 10-megawatt solar thermal electric pilot plant, whose location has not yet been determined. Senator Ford. Do you know the total budget the President has requested for ERDA? Dr. Teem. Yes, sir, if you will give me a moment to refresh my memory. Senator Ford. Then I am going to ask you another question. While you are looking, how much is in'for oil and for coal gasification and liquefaction? Dr. Teem. I think I can provide some of those estimates. The President's budget recommendations for the total ERDA budget include budget outlays of 5.266 billion and budget authority for somewhat over $6 billion. Within that total, which covers a number of the missions of ERDA besides energy research and development—within that total, the budget for energy research and development involves in outlays $2,413 million, Mr. Chairman. And within that budget, I mentioned $116 million for solar energy. The total of fossil energy is $442 million, approximately.
