Dr. Teem. The rati aale is that for an application of space technology in this area, where the application would be working into the industrial energy sector, the President has a desire to coalesce the responsibilities for those things under ERDA's responsibility. Senator Ford. Would ERDA rather than NASA have dominion over all Federal programs on satellite solar power? Dr. Teem. No, sir, only where it would be used on the earth. Senator Ford. Only where it is going to be used on the earth. Will ERDA use NASA's expertise in the area in the future? Dr. Teem. I would certainly think so. It is clear that the legislative mandate, as well as most clearly the capability in NASA to do that. This is where the Nation has pulled together that responsibility. Let me give another example, Mr. Chairman, that may perhaps help. ERDA, has benefited greatly from NASA's support and management expertise in a number of advanced energy technologies, particularly in solar energy, which I happen to be responsible for—and I can highlight a number of these cases. I mentioned the one having to do with the responsibility under ERDA to carry out these silicon terrestrial solar photovoltaic technology development. We also have responsibilities delegated—and we have had great assistance from NASA in our wind energy program. The Lewis Research Center is providing significant support in that area, including the development and fabrication and now test of a 100-kilowatt advanced wind generator, which is operating in Sandusky, Ohio, right now. Also we are benefiting from other activities at the Lewis Research Center having to do with our solar heating and cooling program, as well as the support we are getting from the Marshall Space Flight Center in the development in support of demonstration efforts for the solar heating and cooling program. In all these cases, the President has assigned to ERDA the responsibility for making recommendations on the budget and defending those budgets before the Congress on these total program activities. And then we provide funds through NASA to these component organizations. I hope that is helpful, Mr. Chairman. Senator Ford. Well, I think it is helpful, and I think the new direction that has been assigned to you—you say you didn't ask for it, it was given to you. Dr. Teem. That is right. Senator Ford. So I am concerned a little bit that if you have gotten something that you don't want—*what are you going to do with it? And I think the statements that you made earlier that you may use NASA—I want you to be enthusiastic about all this; I don't want you to be too liberal, because I think the point here is not to be too liberal—■ it is to be slightly on the conservative side and to make some hard decisions. But if I get something I don't want, you know, I am not apt to do a great deal with it. And I am concerned that with something being thrust on you that you didn't want, and your part of ERDA is going to be responsible for it—that your people won't have much enthusiasm for the potential here. Dr. Teem. Well, I will stand on my statement, Mr. Chairman. We are going to evaluate this fully and objectively.
