A decision to realize a program based on the present possibilities of high power lasers would allow us to organize groups of scientists, engineers and managers to introduce space energetics actively to mankind, for the environmental development of interorbital payloads transportation for global ozone restoration, and to prepare a new generation of young scientists and engineers who not only agree in principle, but wish to take an active part in this both interesting and humane field for a long time to come.
