we envision a preliminary Constitutional Convention in year 2000 to review drafts of such documents which build upon the ideals expressed in the United Nations Charter. The strategy is to utilize the UN's system for nation-building called an International Trusteeship. Readers are urged to review that magnificent UN document, especially its Preamble, and Articles 1, 2, and 55 for these provide an inspiration for the creation of a new space Nation Constitution. Chapter XII of the Charter describes a system for International Trusteeships, and its Article 76 offers the rationale for applying such thinking aloft: ...to further international peace and security; to promote... political, economic, social and educational advancement...; to encourage respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion, and to encourage recognition of the interdependence of all people; to encourage equal treatment in social, economic, and commercial matters for all Members of the United Nations and their nationals. [10] Thus, it is recommended using existing UN mechanisms for recognizing new territories, and request that international body to establish a Trusteeship Council of Spacefaring Nations as an oversight committee for Metanation, as well as for the protection of C.H.O.M. In turn, Metanation will then serve as the Trustee in space for the benefit of humanity, protecting our "interplanetary commons." When numerous citizens actually migrate into orbit in pursuit of exploration, commerce, and colonization, the UN Trusteeship for this territory would end, probably about one- hundred years later. This is but an overview of the strategic plan we propose and will share with readers upon request. From the perspective of global space policy, the creation of a separate space nation for the New Millennium has distinct advantages, such as the following. Catalyst to Mobilizing the Wordwide Space Community The remaining years of this '90s decade would be devoted to the development of the Metanation concept and constituency.
