Artificial gravity and other "earth conditions" may be set up in the orbital complex. The creation of orbital settlements with the help of international cooperation is a challenging task. It is worth while considering the question of establishing the international association for the development and realization of the joint project of multifunctional research -engineering orbital complex which ought to become the first on the road of wide range development of space power.
