On this basis it is profitable to create the international computer information system with data bank of the SPS projects. The creation of this system will provide a possibility to elaborate the SPS problem classification which can be helpful in the analysis and search for the best solutions of these problems. Each project discussed above is known popularly as "a complex technical system". The distinctive features of all these projects are that they are substantial in scale and technically complicated. Moreover, as a rule, we have not the possibility to examine each discussed solution by natural experimental approach. In this case the use of the information system only is not enough for success. The complex technical system can be described and investigated with a help of hierarchical mathematical model [8], By this kind of simulation the total system can be divided into some subsystems, each of which is determined by the extent of understanding and occupies a corresponding level in the mathematical model. Usually this consists of three main levels and in its turn, each level consists of some different modular models. The first level of the mathematical model is the most general model without the description of separate processes and the third lower-most level is the most detailed simulation with many different modular models. The hierarchical model is a basis for successful solution of SPS problem only if the model represents the problem correctly. Therefore it is necessary to discuss all possible variants of these models for the choice of the best model. By our opinion the hierarchical model, illustrated in figure 1, is usable as the initial variant of model for further discussion. The first model level is to contain both the list of possible problems and such different aspects of analysis as technical, economic, ecological and political one. The second level is the most difficult because this level is to contain a lot of different modular models. The problem of the second level invites further investigation and right now, we do not have all the correct pieces in place. But the following consideration is very important for designing of second level of hierarchical model. Although all projects, presented in the list of SPS problems, are distinguished, there are the following common scientific and technical aspects: • power generation, • wireless power transmission, • receiving the power, • launching and assembly of the orbital power station in space. Each of these aspects can be described by a suitable modular mathematical model. These models are the common models for the SPS problems. Naturally other specific modular models can also be constituents of the model level for concrete projects. The specific line of attack on each of the SPS problems can be chosen on the basis of comprehensive analysis of many alternative solutions.
