and outlines possible approaches or initiatives as well as mechanisms for implementation and partnering. The paper is organized to establish a common background and rationale for a new energy technology, then describe that technology, and finally fit the technology into the common background and show how the integrated technologies can contribute to the Industrialization of Developing and Third World Countries as well as strengthen Regional and Global Cooperation. Basically the approach taken to presentation resembles a solution strategy for assembling jig-saw puzzles. We lay out all the pieces, look them over, and then assemble them into a coherent picture. The first section, Basis for Action, reviews and provides a relationship between some guiding principles developed as part of the UNCED process and Solar Energy for Industrialization. Other subsections are included to provide the foundation for an integrated systems approach which is based on the theory that the most efficient and beneficial complex systems are those evolved by the people themselves. Systems and solutions which are grown from their culture but that draw upon the resources and technologies from around the world as needed. A key to workable solutions for industrialization is energy in the quantities that the SUNSAT Energy Council is proposing to the NGO Global forum for its consideration and debate. Basis for Action This section describes the foundations or to use terminology from the United Nations Conference on Environment and Development (UNCED) process, a basis for action for the proposals presented later in this document. The foundation stones described here include: United Nations and NGO Recommendations Energy, the Environment, and Civilization Energy Demand and Trends Reserves vs. Resources The NGO recommendations provide a structural framework for the technologies and organizational structures discussed latter in the paper. The next three subsections re-emphasize the impact that energy choices have on the environment and the level of civilization that a particular culture, society, or country can hope to achieve given access to different forms of energy. These sections also establish that there is a need and a market for a new source of baseload energy that can be used to create inexhaustible energy systems. At the threshold of the 21st century humanity is faced with profound changes and challenges. The disparities among the world's inhabitants' living standards are more pronounced. Poverty and lack of energy for economic development compound the effects caused by population growth on the environment in developing countries.
