Communication System. The communications links throughout the SPS could be used, with no modification of hardware, to relay messages for military purposes. In summary, the threats which an unaltered Satellite Power System can pose to other nations are modest in scope, even if deliberate policy decisions are made to use the SPS for such purposes. We now turn to consideration of threats posed by a SPS which has been modified to incorporate military adapters. Technological Threats Table 3-1 lists the three main mission areas in which the military capabilities of the SPS, if such a decision were made, could be enhanced by technological means to pose threats to non-SPS nations and indicates possible adapters which would have to be installed in order to provide those enhancements.
